Is this an ear infection?

My 10 month old has been leaning her head to the side to rub it on her shoulder and kind of fussing, like you would do if your ear itched but your hands were full. It isn't red or anything and she has been teething but never did that before with her first two teeth. Now Friday after the Peidatrician is closed, I don't know if this is a concern or if she has an itch or just teething. She has done that 3 or 4 times today.
