My puppy won't stop crying. he was fine this morning but now he is crying and panting and won't sit still.?

he hasn't eaten anything out of the ordinary, and he was acting fine this morning. he just started crying and acting anxious earlier this afternoon and hasn't stopped. I had to leave for a couple hours earlier to run some errands and he seemed to be calming down when I left, but when i got home and let him out of his crate he was even worse than before. now he won't stop crying at all, and he won't play with his toys or sit still or play with the other dogs. He's not sick (he ate his dinner and he hasn't thrown up or shown any other signs of being sick), and I tried checking him all over to see if he's in pain and he didn't react. he's only 10 weeks old so i thought maybe he's just teething and gave him some ice, but now he's acting anxious and crying again. could it just be teething pains? what should i do to try and calm him down?
