Fake tan doesnt take to my upper cheeks? Please help, tried everything.?

So when i put fake tan on cheeks, NO MATTER what tan, tried every one, literally. Right anyways, below my eyes/upper cheeks never ever turns brown? like all my face is brown apart from this area? and you can see my freckles, which i hate :( please someone tell me why this happens and how i can prevent it xx
