My baby wont drink his bottle?

my baby is 16 weeks and its been 11 days and my baby has been teething , hes hungry and tries to drink his bottle then arches his back and puts his whole fist in his mouth, its not the bottle because he has been fine with the bottle before and its not the formula because hes taken the same formula since 6 weeks old. he will only drink 60 ml when hes ment to have 180ml but hes always been a lazy eater im wondering if he could be tounge tied because he gets fusterated and wants to eat but cant maybe thats why he wouldnt latch because i couldnt breastfeed him. hes loosing alot of weight. also i tried rice cereal and have been giving it on a spoon and he takes to that but he only gets 1 teaspoon a day for his age. he need to drink his milk. please could somebody give me advice.
